AAPF is looking for projects in several priority areas tied to U.S.-Austrian and transatlantic cooperation. The core themes include reinforcing U.S.-Austrian and transatlantic ties to address shared challenges; promoting democratic values and civic engagement; combating disinformation and strengthening media literacy; working together on climate change; building partnerships between U.S. and Austrian educational institutions; engaging youth around shared values; and advancing diversity, equity, inclusion, and accessibility. A key program rule is that every proposal must include a meaningful U.S. component, such as participation by an American expert, a U.S. partner organization, or other direct U.S. involvement, and the project should aim to increase understanding of U.S. policies and perspectives in Austria. The primary audience should be non-Americans in Austria, and the Embassy notes that it will give special consideration to proposals that reach young people and/or engage geographically or otherwise diverse communities across Austria.

The NOFO outlines both rolling proposal deadlines and an overall closing date. The stated submission checkpoints are February 15, May 15, July 15, and November 15, and the review process can take up to about two months, so applicants need to plan lead time accordingly. Separately, the opportunity listing gives an original closing date of August 31, 2024. Applications are reviewed by the Embassy Vienna Grants Committee, which looks at how well the proposal matches Embassy priorities, how clear and measurable the objectives and outcomes are, whether the target audience makes sense for the goals, and whether the work plan and timeline are realistic. The committee also weighs expected short- and long-term impact, the quality of outreach plans using traditional and newer communication tools, and the strength of monitoring and evaluation methods, including both quantitative and qualitative indicators. Organizational capacity matters as well, including evidence the applicant can manage funds responsibly (for organizations, that includes having a functioning financial management system and a bank account).

Eligibility is open to qualified individuals and to non-profit entities in Austria or abroad, including registered non-profit/not-for-profit organizations, educational institutions, think tanks, civil society groups, NGOs, and associations with relevant programming experience. For-profit or commercial entities are not eligible. The fund is also explicit about what it will not support: individual scholarships or travel purely for educational purposes; humanitarian or charitable work; party-political activities; construction; programs that support specific religious activities; conferences outside Austria and personal travel abroad; lobbying; commercial projects; fundraising or fundraising events; conducting or publishing scientific research; and projects that mainly serve the applicant organization’s internal development rather than a public-facing program objective.

Application submission is done by email, not through hard copy mail. Applicants must submit the required federal forms (SF-424 or SF-424-I for individuals, plus SF-424A and SF-424B), a brief cover sheet, a proposal narrative capped at three pages, and a separate detailed budget justification that matches the SF-424A. Budgets must be in U.S. dollars and must be specific; the Embassy does not accept vague lines like “miscellaneous.” The budget also cannot request funds for food, alcoholic beverages, or entertainment, and the NOFO reiterates that grant funds may not be used for alcoholic beverages. Proposals must be written in English and emailed to ViennaGrants@state.gov. Organizations (not individuals) must have a Unique Entity Identifier (UEI) and an active SAM.gov registration; since SAM registration can take 4 to 8 weeks, the NOFO recommends starting that process early.

If selected, award administration is handled by a Grants Officer, and the U.S. government makes clear that publishing the NOFO does not guarantee an award and it may reject any or all proposals. Payments are typically made in at least two installments tied to implementation needs. Awardees must comply with applicable federal requirements and Department of State standard terms (including branding and marking rules such as U.S. flag branding where required). Reporting includes at least a final activity report due within 30 days after the project ends, describing results and impact, audience reach, outreach amplification, and any media coverage.
