The Embassy is open to a wide range of activity types, as long as they are creative, engaging, and aligned with the program goals. Examples listed in the notice include academic competitions, summer camps (including language or sports-focused camps), cross-border exchanges, conferences, workshops, courses, curriculum development, exhibits, hackathons or app development initiatives, online projects, mock trials or moot court competitions, simulations and role-playing formats such as Model Congress or Model United Nations, as well as film or theater festivals and performances. While the formats can vary, proposals are expected to be strategic about who they reach and how they will produce measurable impact.

Timing matters for eligibility. Projects should start no earlier than July 1, 2023 and no later than July 1, 2024. The expectation is that both the activities and the project evaluation are completed within 12 months, although in exceptional cases projects may be allowed to run up to 18 months. Programming should primarily focus on audiences in Serbia, but partnerships or participants from neighboring Western Balkan countries may be included if that clearly supports the project objectives. At the same time, the notice emphasizes that participants or audiences should generally be citizens or legal residents of Serbia, and applicants are directed to consult the full NOFO language (specifically section C.4.) for restrictions if other nationalities would be involved.

Equity and inclusion are also explicitly part of what PDS wants to see. In line with the U.S. Executive Order on Advancing Racial Equity and Support for Underserved Communities, proposals should explain how the project advances equity across factors such as race, ethnicity, religion, income, geography, gender identity, sexual orientation, and disability. Applicants are expected to show how they will reach underserved communities and why that approach strengthens the overall outcomes and participant experience, rather than treating inclusion as a separate or purely symbolic component.

Public visibility is another expectation. Grantees are required to publicize their activities through social media and/or traditional media and to clearly acknowledge U.S. Embassy support, including using the Embassy logo on project materials. This is framed as part of the public diplomacy purpose of the program: funded projects should be recognizable to the public and communicate the partnership behind them.
